What's a Section 60K Approval Letter?
A Section 60K approval letter is issued by the West Malaysian Department of Labour (JTKSM) under Section 60K of the Employment Act 1955, authorising an employer to hire a foreign worker. In the context of Employment Passes, it is one of the required supporting documents when submitting a new EP application with ESD.
It’s not something employers need to fill out, but those who want to know what it looks like can click the button to download a sample.
This letter is issued to employers via their ESD account several working days after they submit an application.

Application checklist
Employers must complete the following before they can properly fill and submit an application:
- Incorporated a Malaysian company
- Finalised paid-up capital injection (must include company bank statements)
- Ensured all required business licenses are valid
- Registered with PERKESO and MyFutureJobs
- Advertised the vacancy on MyfutureJobs and obtained a letter of support
